will the construction of a retention pond in my neighborhood, across from my home, decrease my property value?

No it shouldn’t affect it. Your homes value will be compared to the homes around you when you sell. The value will be determined by those and not the pond. Anyway, if the pond fills up with water you can market your home as ‘pond view’ property. You might even be able to sell it for more!

Sorry, but I have to say yes. A retension pond is an area to hold rain water and water that can not drain into the ground. If you live in an area that does not have water problems, you may be OK providing it is perhasps landscaped nicely. If you live in a rain prone area like in the siuthern U S , it could be a place for bugs to breed.
