Call the Health Department. They'll cut the grass and such and bill the owner. I don't know how you can keep people out of your yard unless you have a fence or a Rottweiler.

If you live in a city, there should be a "Code Enforcement Officer" who is responsible for this. f you’re in a smaller city, just call the Mayor’s office, and calmly explain, they’ll then send you to the right department. In a big city you may have to do this legwork yourself, or call the alderman/selectman’s office. If you live in a county/rural area, try the health department, but it sounds like you’re a city dweller. I’ve rehabbed 15 homes in a formerly (thanks to me) blighted area – it just takes polite, firm pressure, and the city will help you – and patience – the absentee SOB has rights, and it may take a while to see too many results, although locally a high yard will get cut by the city within a very few days – they hire contractors who charge VERY high prices! Pitch a fit with the city, claim you are afraid of fires. They will clean it up.

Call your CITY office (number on your water/trash bill) and report it to Code Enforcement. The city will clean it up and mow, then bill them. If they don't pay, the city will file a lien and collect at sale or foreclosure.
